I think it would require coordinated effort. Last time @renzokuken really did a lot to get this done. We need to explain very carefully why we need it in both in simple wording and on a more detailed level and make it a united community effort, with embassadors on all channels, forum, KeyBase, Telegram, newsletter etc. Also we should really know and follow the rules, e.g. that darn rule about 1 week no activity.
It is ok to wait a bit longer, untill we are in a confirmed bullrun. People are more enthousiastic and willing to chip in during bullruns.

I think it’s totally worth to try again, but this time before we submit a proposal let’s try to coordinate and ensure we actually get enough participants.
