Council and github ownership changes

Due to lack of activity, @jaspervdm has been removed from the Grin Council, and in their place, we welcome @phyro as a new member.

In addition, @garyu, @hashmap, @ignopeverell and @jaspervdm were removed from github.com/mimblewimble ownership, while @tromp, @j01tz and @phyro were added.
