Depends on how you define human’s death. If grin is alive now, would you say that it’s alive in 2050 if the situation was the same as today, even though between 2030 and 2045 there were no devs? I would say that it is.
I think returning fund from CC to OC may not fix the current issue. Temporarily, we should suspend the funds until we have same voice on the direction.
I think this discussion is already more or less wrapped up. Neither CC or OC thinks it is a good idea to return funds at this moment, we simply bring in some fresh people and ideas into the Community Council.
There is no ban on funding or anything, but we are conservative in our spending as long as the BTC price is below 30k. All running bounties and funding for basic things like our groundkeeper @Cobragrin will be funded normally.
